BRICS' Proposed Open-Source AI Community Is a Geopolitical Infrastructure Signal
At the September 2026 BRICS summit, China proposed a BRICS AI open-source community, shared large-language-model work, training, and a digital-ecosystem cloud platform.
China proposed a BRICS AI open-source community at the 18th BRICS Summit in New Delhi on September 13, 2026, alongside cooperation on large language models, AI training, and a BRICS digital-ecosystem cloud platform. The proposal is not yet a functioning shared AI platform; it is an early institutional signal that open AI infrastructure is becoming part of technology diplomacy among emerging economies.
The distinction matters. The public evidence supports the existence of the proposal and its components. It does not yet demonstrate a jointly operated model, shared compute pool, common technical standard, or committed implementation schedule.
What China proposed
In his September 13 BRICS remarks, Chinese President Xi Jinping proposed an initiative for open-source and inclusive AI. The Chinese government says the proposal includes:
- establishing a BRICS AI open-source community;
- cooperation on developing and applying large language models;
- specialized AI seminars and training courses;
- building an open AI ecosystem;
- and, under a separate digital-industry initiative, establishing a BRICS digital-ecosystem cloud platform.
The Chinese Ministry of Foreign Affairs readout confirms those elements. The Chinese government also says China will take over the BRICS chairship in 2027.
That gives the proposal a plausible future institutional home, but not yet a completed program.
Why this is an infrastructure signal, not just a diplomatic slogan
AI ecosystems require more than models.
A functioning ecosystem needs:
- compute;
- datasets;
- model weights and training methods;
- developer tooling;
- cloud infrastructure;
- evaluation and safety practices;
- technical talent;
- and mechanisms for organizations in different countries to collaborate.
The BRICS proposal touches several of those layers directly.
The reference to a digital-ecosystem cloud platform is particularly important. It suggests the conversation is not limited to publishing open model code. The proposed cooperation could eventually include the infrastructure required to train, deploy, and adapt models.
But that eventual outcome is not established today.
The Global South framing matters
The proposal sits inside a broader argument about technological access.
Xi's speech presents BRICS cooperation as a way for emerging markets and Global South countries to participate more directly in emerging technologies. Indian reporting from the summit also connected the discussion to Prime Minister Narendra Modi's warning about the weaponisation of technology and critical minerals.
That creates a strategic contrast with the current AI market, where a relatively small group of companies controls much of the most advanced model training infrastructure.
An open-source ecosystem could reduce some forms of dependence if it provides affordable models, shared training resources, local adaptation, and accessible developer tools.
But "open source" alone does not remove infrastructure dependence. Training a frontier-scale model still requires substantial compute, energy, data, networking, and engineering capacity.
That is why the proposed cloud platform may be more consequential than the label itself.
The proposal is not the same thing as a BRICS commitment
This is the most important limitation in the current evidence.
The proposal was made by China at the summit. Chinese official sources describe what China intends to pioneer. Independent reporting describes it as a China-led proposal.
That is different from evidence that all BRICS members have agreed to build and operate the proposed AI community.
The distinction is especially important because BRICS is a diverse group with different technology policies, infrastructure capabilities, regulatory systems, and relationships with China and the United States.
A shared AI ecosystem would require agreement on technical standards, data governance, security, intellectual property, model licensing, funding, access, and political trust.
None of those questions is settled by the September proposal.
Why open-source AI could fit BRICS unusually well
There is a structural reason the idea is attractive to emerging economies.
Closed AI systems can be difficult to adapt to local languages, data policies, industries, and sovereignty requirements. Open models can be modified, hosted locally, audited, or integrated into national infrastructure when the necessary expertise and compute are available.
That does not guarantee better outcomes. Open models can also spread unsafe capabilities, create security challenges, and require substantial maintenance.
The value proposition is therefore closer to control and adaptability than to "free AI."
For governments concerned about dependence on foreign infrastructure, those properties can be strategically important.
China is positioning open source as a diplomatic layer
This proposal follows a broader pattern in Chinese AI diplomacy.
Chinese officials have increasingly described open AI as a way to widen access and give developing countries more options. The September BRICS proposal adds a regional institutional structure to that narrative.
The move also aligns with China's broader push to build AI hardware and software ecosystems. The Observatory's recent coverage of Huawei's Peerium architecture shows the infrastructure side of that strategy.
These are not the same initiative, and it would be wrong to claim they form a single integrated BRICS system. The useful observation is narrower: China is promoting both AI infrastructure and open ecosystem cooperation at a time when access to advanced compute is becoming a geopolitical constraint.
What India and the other members could change
The BRICS proposal will only become a meaningful infrastructure project if other members shape it.
India, Brazil, South Africa, Indonesia, Saudi Arabia, the United Arab Emirates, Egypt, Ethiopia, Iran, and Russia have different AI strategies and infrastructure assets.
A shared ecosystem could take many forms:
- a model-sharing community;
- a research and training network;
- shared cloud infrastructure;
- interoperable national AI platforms;
- or a broader standards and governance forum.
Those outcomes have very different implications.
The evidence currently supports only the proposal stage.
What to watch in 2027
China's upcoming BRICS chairship makes implementation signals especially important.
Watch for:
- a formal technical charter;
- participating national AI institutes;
- funding commitments;
- named cloud or compute infrastructure;
- model repositories;
- common evaluation standards;
- data-governance agreements;
- and evidence that developers outside government are actually using the resulting ecosystem.
If those pieces appear, the initiative will have moved from diplomatic positioning toward infrastructure.
If they do not, the September proposal will remain primarily a geopolitical signal.
Why this is meaningfully new

The proposal matters because it treats models, training, skills, and cloud infrastructure as pieces of a shared ecosystem rather than isolated national projects.
The defensible conclusion today is:
China has proposed a BRICS open-source AI community and related digital infrastructure, creating a concrete new signal in Global South AI diplomacy; whether it becomes a functioning shared ecosystem depends on commitments and implementation that do not yet exist in public evidence.
